Older VCPORA members may recall the attempt to force the French Quarter into the Core Area Devemopment District, the HEAL biomedical development initiative of the 1970s, and a previous mayor's creation of the Community Improvement Association.
CADD renamed itself the DDD in 1978. In 2010, its head became the gubernatorial appointee to HEAL.
In 1979, Community Improvement Association papers were placed in the City Archives. See: http://nutrias.org/inv/mayor/cia.htm
